A new compact between the state of Indiana and the Pokagon Band of Potawatomi could expanding gaming at the Four Winds Casino South Bend.

A new compact between the state of Indiana and the Pokagon Band of Potawatomi opens the door for expanding gaming at Four Winds Casino in South Bend.

A statement from tribal representatives said the compact, if approved, would authorize Class III gaming activities at the South Bend casino. That would include table games with dealers, traditional slot machines and sports betting.

The Four Winds Casino South Bend opened in 2018, with 1,400 electronic gaming stations and presently offers Class II gaming, which includes slot machine-style bingo games.

“A first in Indiana’s history, this compact was executed in accordance with state law and federal law and obligations and recognizes the sovereign rights of both the state of Indiana and the Pokagon Band,” tribal representatives said. “It demonstrates the value of our ongoing government-to-government relationship and the commitment of each party to fulfill their responsibilities to their citizens while working cooperatively to comply with all applicable laws.”

Tribal representatives said the Pokagon Band submitted a request in August 2019 to Gov. Eric Holcomb to begin negotiations to authorize Class III gaming in South Bend.

The compact must be ratified by the Indiana General Assembly and the U.S. Department of Interior.
