Neil Samahon, president and CEO of Valparaiso-based Opportunity Enterprises, was elected board chair for the Indiana Association of Rehabilitation Facilities.
INARF is a statewide trade association for disability service providers.
Samahon began his term in April 2025. As board chair, Samahon also serves on the INARF executive committee and provides leadership on the government affairs and board development committees. His appointment reflects a career dedicated to improving services and expanding opportunities for people with disabilities across Indiana.
“Neil brings a bold, entrepreneurial spirit to his leadership which truly is transforming Opportunity Enterprises,” said Beth Casbon, Opportunity Enterprises board of directors chair, in a press release. “We’re proud to see that same leadership extended statewide through INARF.”
Since joining Opportunity Enterprises in 2019, Samahon has led a transformation of the organization’s programs and enterprises, emphasizing innovation and inclusion. Under his guidance, Opportunity Enterprises has expanded vocational training, launched inclusive summer camps and developed a specialized program for individuals with dementia. The organization also opened a $7 million respite center featuring an accessible treehouse.
Samahon regularly meets with state and national lawmakers to represent the interests of people with intellectual and developmental disabilities. In 2024, he was honored with INARF’s James M. Hammond, III Executive Leadership Award in recognition of his impact and vision.
“As chair of INARF, Neil will help shape the future of services for Hoosiers with disabilities,” Katy Stafford-Cunningham, INARF president and CEO, said. “His vision, drive and deep respect for all individuals make him an ideal leader for our statewide network.”
